Unspeakable Acts, Ordinary People is a riveting book that exposes the potential in each of us for acting unspeakably. John Conroy sits down with torturers from several nations and comes to understand their motivations. His compelling narrative has the tension of a novel. He takes us into a Chicago police station, two villages in the West Bank, and a secret British interrogation center in Northern Ireland, and in the process we are exposed to the experience of the victim, the rationalizations of the torturer, and the seeming indifference of the bystander. The torture occurs in democracies that ostensibly value justice, due process, and human rights, and yet the perpetrators and their superiors escape without punishment, revealing much about the dynamics of torture.

Although interest in the consolidation and expansion of the international human rights regime has grown in recent years, little attention is accorded to the formal procedures that allow individuals aggrieved by states to appeal directly to an international audience. Using data for 82 countries between 1976 and 1999, this article examines the political and cultural factors that produce cross-national variation in the propensity of individuals to file allegations of human rights abuse with the Human Rights Committee. Negative binomial and event history analyses indicate that the number and rate of human rights abuse claims (1) increase as a country's human rights practices worsen; (2) decline as domestic “opportunity structures” become available; and (3) increase with the cultural empowerment of individuals.

Official apologies and truth commissions are increasingly utilized as mechanisms to address human rights abuses. Both are intended to transform inter-group relations by marking an end point to a history of wrongdoing and providing the means for political and social relations to move beyond that history. However, state-dominated reconciliation mechanisms are inherently problematic for indigenous communities. In this paper, we examine the use of apologies, and truth and reconciliation commissions in four countries with significant indigenous populations: Canada, Australia, Peru, and Guatemala. In each case, the reconciliation mechanism differentiated the goal of reconciliation from an indigenous self-determination agenda. The resulting state-centered strategies ultimately failed to hold states fully accountable for past wrongs and, because of this, failed to transform inter-group relations.
