Refugees can be formed as “subjects” as they navigate forced displacement in countries that are not their own. In particular, everyday life as the politicized Other, and as humanitarianism’s depoliticized beneficiary, can constitute them as political subjects. Understanding these produced subjects and subjectivities leads us to conceive of forced displacement – or “refugeedom” – as a human condition or experience of political (sub)alterity, within which inhere distinctive subjectivations and subjectivities. Drawing on fieldwork in Beirut, Lebanon, we use young Syrian and Iraqi refugees’ experiences with everyday racism, violent bullying and racialized discrimination as heuristic lenses with which to see displacement’s political subjects and subjectivities. We argue that the young refugees emerge as both political and moral subjects through core and defining struggles within – and against – these politicizing constraints. We interpret their struggles as ambivalently and dynamically situated within humanitarianism’s and racism’s subjections and subjectivities. Yet we also found that occasionally the young refugees could eclipse these produced subjectivities to claim repoliticized subjecthoods distinct from those of humanitarianism and outside displacement’s normal politics. We interpret these in Rancièrian terms as “political subjectivation.” Abstracting our findings, we offer a simple theoretical architecture of refugeedom’s subjectivations, subjects, and subjectivities as comprising humanitarianism’s rights-bearing or juridical subject; the vulnerable and resilient, innocent and suffering subject; and the Othered or racialized subject, formed through the exclusions of displacement’s politicized spaces. But we also conceive refugeedom as a space of values, and so the ground on which moral meaning and significance attach to agency and subjectivity.

Europe faces the challenge of enormous recent asylum seeker inflows, and the allocation of these immigrants across European countries remains severely skewed, with some countries having a much larger per capita share of asylum applicants than others. Consequently, there is a debate at the EU level on how to allocate asylum seekers in order to tackle this imbalance. The present study focuses on preferences of European citizens towards the supranational policy issue of achieving a more equalized distribution of asylum seekers. Several theoretical arguments point towards asylum seeker intake, general immigrants’ legal status, prior immigration stocks, and economic circumstances as explanatory mechanisms at the macro level. We test these propositions using Eurobarometer data from 2015. The results show that a high level of asylum seeker intake and larger immigrant stocks in 2010 are associated with a greater willingness to redistribute asylum seekers. Apart from this, integration policies also play a role: the more inclusive a country’s political stance towards Third-Country Nationals, the higher the public support for a better allocation of asylum seekers. These results also emerge when excluding the top five asylum seeking destinations. At the individual level, views of the EU as a competent political actor and general immigration attitudes are substantially related to the support for redistribution efforts. These individual-level patterns occur both in countries with many and in countries with few asylum seekers, indicating that respondents largely take a broad European view on this topic, rather than a national one.

In May of 1945, there were more than eight million "displaced persons" (or DPs) in Germany---recently liberated foreign workers, concentration camp prisoners, and prisoners of war from all of Nazi-occupied Europe, as well as eastern Europeans who had fled west before the advancing Red Army. Although most of them quickly returned home, it soon became clear that large numbers of eastern European DPs could or would not do so. In the aftermath of National Socialism, Germany thus ironically became a temporary home for a large population of "foreigners." Focusing on Bavaria, in the heart of the American occupation zone, Between National Socialism and Soviet Communism examines the cultural and political worlds that four groups of displaced persons---Polish, Ukrainian, Russian, and Jewish---created in Germany during the late 1940s and early 1950s. The volume investigates the development of refugee communities and how divergent interpretations of National Socialism and Soviet Communism defined these displaced groups.

Combining German and eastern European history, Anna Holian draws on a rich array of sources in cultural and political history and engages the broader literature on displacement in the fields of anthropology, sociology, political theory, and cultural studies. Her book will interest students and scholars of German, eastern European, and Jewish history; migration and refugees; and human rights.

Famine Relief in Warlord China is a reexamination of disaster responses during the greatest ecological crisis of the pre-Nationalist Chinese republic. In 1920–1921, drought and ensuing famine devastated more than 300 counties in five northern provinces, leading to some 500,000 deaths. Long credited to international intervention, the relief effort, Pierre Fuller shows, actually began from within Chinese social circles. Indigenous action from the household to the national level, modeled after Qing-era relief protocol, sustained the lives of millions of the destitute in Beijing, in the surrounding districts of Zhili (Hebei) Province, and along the migrant and refugee trail in Manchuria, all before joint foreign–Chinese international relief groups became a force of any significance.

Using district gazetteers, stele inscriptions, and the era’s vibrant Chinese press, Fuller reveals how a hybrid civic sphere of military authorities working with the public mobilized aid and coordinated migrant movement within stricken communities and across military domains. Ultimately, the book’s spotlight on disaster governance in northern China in 1920 offers new insights into the social landscape just before the region’s descent, over the next decade, into incessant warfare, political struggle, and finally the normalization of disaster itself.

More than 65 million people around the world have been forced from their homes to escape famine, climate change and war, the greatest displacement since World War II. Filmmaker Ai Weiwei examines the staggering scale of the refugee crisis and its profoundly personal human impact. Over the course of one year in 23 countries, Weiwei follows a chain of urgent human stories that stretch across the globe, including Afghanistan, France, Greece, Germany and Iraq.

Palestinian refugees’ experience of protracted displacement is among the lengthiest in history. In her breathtaking new book, Ilana Feldman explores this community’s engagement with humanitarian assistance over a seventy-year period and their persistent efforts to alter their present and future conditions. Based on extensive archival and ethnographic field research, Life Lived in Relief offers a comprehensive account of the Palestinian refugee experience living with humanitarian assistance in many spaces and across multiple generations. By exploring the complex world constituted through humanitarianism, and how that world is experienced by the many people who inhabit it, Feldman asks pressing questions about what it means for a temporary status to become chronic. How do people in these conditions assert the value of their lives? What does the Palestinian situation tell us about the world? Life Lived in Relief is essential reading for anyone interested in the history and practice of humanitarianism today.

Historians have become increasingly interested in material culture as both a category of analysis and as a teaching tool. And yet the profession tends to be suspicious of things; words are its stock-in-trade. What new insights can historians gain about the past by thinking about things? A central object (and consequence) of modern warfare is the radical destruction and transformation of the material world. And yet we know little about the role of material culture in the history of war and forced displacement: objects carried in flight; objects stolen on battlefields; objects expropriated, reappropriated, and remembered.

Objects of War illuminates the ways in which people have used things to grapple with the social, cultural, and psychological upheavals wrought by war and forced displacement. Chapters consider theft and pillaging as strategies of conquest; soldiers' relationships with their weapons; and the use of clothing and domestic goods by prisoners of war, extermination camp inmates, freed people, and refugees to make claims and to create a kind of normalcy.

While studies of migration and material culture have proliferated in recent years, as have histories of the Napoleonic, colonial, World Wars, and postcolonial wars, few have focused on the movement of people and things in times of war across two centuries. This focus, in combination with a broad temporal canvas, serves historians and others well as they seek to push beyond the written word.

Since the 1970s, tens of thousands of Vietnamese immigrants have settled in Louisiana, Florida, and other Gulf Coast states, rebuilding lives that were upended by the wars in Indochina. For many, their faith has been an essential source of community and hope. But how have their experiences as migrants influenced their religious practices and interpretations of Buddhist tenets? And how has organized religion shaped their understanding of what it means to be Vietnamese in the United States?

This ethnographic study follows the monks and lay members of temples in the Gulf Coast region who practice Pure Land Buddhism, which is prevalent in East Asia but in the United States is less familiar than forms such as Zen. By treating the temple as a site to be made and remade, Vietnamese Americans have developed approaches that sometimes contradict fundamental Buddhist principles of nonattachment. This book considers the adaptation of Buddhist practices to fit American cultural contexts, from temple fundraising drives to the rebranding of the Vu Lan festival as Vietnamese Mother’s Day. It also reveals the vital role these faith communities have played in helping Vietnamese Americans navigate challenges from racial discrimination to Hurricane Katrina.

Published in English for the first time, Refugee Conversations is a delightful work that reveals Brecht as a master of comic satire. Written swiftly in the opening years of the Second World War, the dialogues have an urgent contemporary relevance to a Europe once again witnessing populations on the move.

The premise is simple: two refugees from Nazi Germany meet in a railway cafe and discuss the current state of the world. They are a bourgeois Jewish physicist and a left-leaning worker. Their world views, their voices and their social experience clash horribly, but they find they have unexpected common ground – especially in their more recent experience of the surreal twists and turns of life in exile, the bureaucracy, and the pathetic failings of the societies that are their unwilling hosts.

Their conversations are light and swift moving, the subjects under discussion extremely various: beer, cigars, the Germans' love of order, their education and experience of life, art, pornography, politics, 'great men', morality, seriousness, Switzerland, America ... despite the circumstances of both characters there is a wonderfully whimsical serendipity about their dialogue, the logic and the connections often delightfully absurd.
