The article looks at the phenomenon of Kazakhstan’s “wandering capital city” in the twentieth century, when, over the course of less than seventy five years, four different cities had served as the republic’s administrative center. The author suggests that decisions to relocate the capital to a new city before 1991 reflected structural shifts in the political and economic relations between Kazakhstan and the central government. Thus, the succession of relocations can be read as a narrative of the changing colonial condition of Kazakhstan in the twentieth century. This narrative helps us understand how the infrastructural and discursive legacies of imperial policies were inherited and reappropriated by post-Soviet Kazakhstan. From the vantage point of the metropole, the transfer of Kazakhstan’s seat of government from Orenburg to Kzyl-Orda (formerly Perovsk and Ak-Mechet), then to Alma-Ata, and the development of Tselinograd (the future Astana) by the late 1950s were seen as elements of sociopolitical engineering serving economic progress. Each time, the new human and financial resources drawn to a new capital city boosted they city’s development. These structural socioeconomic transformations also had a profound impact on the demographic situation, either marginalizing the Kazakh population or promoting its amalgamation with the newcomers, a process that produced a new local ethnocultural identity.

Nationalism has become the most prevalent source of political conflict and violence in the world. Scholarship has provided scant guidance about the prospects of containing the dark side of nationalism-its widely publicized excesses of violence, such as ethnic cleansing and genocide. Departing from the usual practice of considering only a few examples of nationalism drawn from a limited geographical and historical canvas, this book is based on fundamental theoretical ideas about the formation and solidarity of groups. Containing Nationalism offers a unified explanation of the dynamics of nationalism across the broad sweep of time and space. Among other things, it explains why nationalism is supported by specific forms of inequality between cultural groups, and why it is inclusive at some times and exclusive at others. Nationalism is the attempt of culturally-distinct peoples to attain political self-determination. Self-determination was generally afforded by traditional states, which employed a form of governance based on indirect rule. After the late 18th century, the rise of the modern state led to a new form of governance characterized by direct rule. Containing Nationalism argues that the impetus for the most common type of nationalism arises from the imposition of direct rule in culturally heterogeneous societies. Direct rule stimulates national identity by making cultural distinctions more salient for individuals' life chances. At the same time it reduces the resources of local elites, giving them a motive to mobilize nationalist opposition to central authorities. All told, these effects heighten the demand for sovereignty. The book suggests that political institutions that reintroduce indirect rule offer the leaders of modern countries the best available means of containing nationalist violence within their borders.

This foundational text now features a new introduction by Rashid Khalidi reflecting on the significance of his work over the past decade and its relationship to the struggle for Palestinian nationhood. Khalidi also casts an eye to the future, noting the strength of Palestinian identity and social solidarity yet wondering whether current trends will lead to Palestinian statehood and independence.

What happens when Chinese American youths travel to mainland China in search of their ancestral roots, only to realize that in many ways they still feel out of place, or when mainland Chinese realize that the lives of the Chinese abroad may not be as good as they had imagined? By considering programs designed to facilitate interactions between overseas Chinese and their ancestral homelands, Andrea Louie highlights how these programs not only create opportunities for new connections but also reveal the disjunctures that now separate Chinese Americans from China and mainland Chinese from the Chinese abroad.

Louie focuses on “In Search of Roots,” a program that takes young Chinese American adults of Cantonese descent to visit their ancestral villages in China’s Guangdong province. Through ethnographic interviews and observation, Louie examines the experiences of Chinese Americans both during village visits in China and following their participation in the program, which she herself took part in as an intern and researcher. She presents a vivid portrait of two populations who, though connected through family ties generations back, are meeting for the first time in the context of a rapidly changing contemporary China. Louie situates the participants’ and hosts’ shifting understandings of China and Chineseness within the context of transnational flows of people, media, goods, and money; China’s political and economic policies; and the racial and cultural politics of the United States.

These are just a few of the material objects that help reconstruct the histories of colonial people who lived during Japan’s empire. These objects, along with oral histories and visual imagery, reveal aspects of lives that reliance on the colonial archive alone cannot. They help answer the primary question of Lost Histories: Is it possible to write the history of Japan’s colonial subjects? Kirsten Ziomek contends that it is possible, and in the process she brings us closer to understanding the complexities of their lives.

Lost Histories provides a geographically and temporally holistic view of the Japanese empire from the early 1900s to the 1970s. The experiences of the four least-examined groups of Japanese colonial subjects—the Ainu, Taiwan’s indigenous people, Micronesians, and Okinawans—are the centerpiece of the book. By reconstructing individual life histories and following these people as they crossed colonial borders to the metropolis and beyond, Ziomek conveys the dynamic nature of an empire in motion and explains how individuals navigated the vagaries of imperial life.

The Chinese Communist Party points to the Hui—China’s largest Muslim ethnic group—as a model ethnic minority and touts its harmonious relations with the group as an example of the party’s great success in ethnic politics. The Hui number over ten million, but they lack a common homeland or a distinct language, and have long been partitioned by sect, class, region, and language. Despite these divisions, they still express a common ethnic identity. Why doesn’t conflict plague relationships between the Hui and the state? And how do they navigate their ethnicity in a political climate that is increasingly hostile to Muslims?

Pure and True draws on interviews with ordinary urban Hui—cooks, entrepreneurs, imams, students, and retirees—to explore the conduct of ethnic politics within Hui communities in the cities of Jinan, Beijing, Xining, and Yinchuan and between Hui and the Chinese party-state. By examining the ways in which Hui maintain ethnic identity through daily practices, it illuminates China’s management of relations with its religious and ethnic minority communities. It finds that amid state-sponsored urbanization projects and in-country migration, the boundaries of Hui identity are contested primarily among groups of Hui rather than between Hui and the state. As a result, understandings of which daily habits should be considered “proper” or “correct” forms of Hui identity diverge along professional, class, regional, sectarian, and other lines. By channeling contentious politics toward internal boundaries, the state is able to manage ethnic politics and exert control.
